It produces visible decisions and learning.
Speed matters. If your “time-to-first-response” is slow, reporting dies. Acknowledge quickly, triage fast, and close the loop with “what changed” so the system earns trust repeatedly.

Stop measuring activity.
Measure control effectiveness.

Counting audits, training completions, and report volumes measures motion - not protection. Leaders need one question answered:

Are the controls (barriers/defences) that prevent harm still working?
